The Toi Mai Workforce Development Council will be closing operations from 19 December, and disestablished from 31 December 2025. The Services Industry Skills Board; Electrotechnology and Information Technology Industry Skills Board; Food and Fibre Industry Skills BoardConstruction and Specialist Trades Board will pick up its functions.

Content Creation skill standards

The Content Creation domain, developed by Toi Mai Workforce Development Council responds to the changing landscape of content production, where learners increasingly engage with digital platforms to create, publish, and distribute multimedia content.

The creation of this domain and the standards within it reflects the convergence of media platforms, growing learner interest in independent content production, and industry demand for adaptable, digitally literate creators.

The standards that have been developed so far are at Levels 2–3, and sit within the NZQA’s base scope, meaning schools don’t need to apply for consent to assess. Being at an introductory level, they provide a foundation for learners to engage with essential core skills such as storytelling, digital literacy, and practical communication, while offering flexible, practical pathways into creative industries and supporting learners in developing real-world skills for diverse media environments.

All standards were developed through a collaborative process involving subject matter experts, tertiary providers and schools, and industry professionals.

This comprehensive suite of skill standards was developed through three interconnected projects:

  1. Podcasting (Level 2)
    This introductory standard focuses on creating basic interview-based podcasts that can be shared via social media. It supports foundational digital literacy and communication skills.
  1. Creative Technologies (Level 2)
    This set of four standards fosters foundational skills in animation, game development, and digital media production. It supports learners considering careers in a range of creative industries.
  1. Content Creation – Journalism and Radio Review (Level 2–3)
    This project involved the replacement of outdated unit standards in Journalism and Radio with new skill standards that reflect contemporary media practices. These standards broaden the scope of media competencies to include writing, interviewing, and multimedia production. As of November 2025, these standards are currently with NZQA awaiting approval.

  • Write content for a defined media type and audience
  • Produce and deliver audio and video content from a script or brief
  • Use technology to distribute targeted media content
  • Plan and conduct interviews for a news story or feature for publication or broadcast

  • Evaluate and apply an emerging or unfamiliar technology
