Sport and recreation qualifications and standards review

November 2025 update

Feedback from stakeholders means we can progress to the next stage of the sport and recreation reviews following on from on our recent survey and consultation. 

Toi Mai is proposing the following: 

  • Review and expire New Zealand Certificate in Sport Coaching (Level 3) 3228 and replace with a potential micro-credential.
  • Expire New Zealand Certificate in Sport Officiating (Level 3) 3227.
  • The associated sport officiating unit standards (21644, 31385, 31386, 31387, 31388) will be reviewed, and some of these will be replaced with skill standards for potential micro-credential development. 
  • Reduce New Zealand Certificate in Facility Operations (Level 4) 3647 from 120 credits to 40–60 credits (TBC) and consider merging with the new proposed NZC in Active Recreation (Level 4) below. 
  • The associated facility operations unit standards (25079, 31144, 31145, 31146, 31147, 31244) will be replaced with skill standards. 
  • Replace New Zealand Certificate in Sport and Recreation (Programme Delivery) (Level 4) 3573 with the new proposed NZC in Active Recreation (Level 4) below.
  • The associated programme delivery unit standards (31834, 31835, 31836, 31932) will be reviewed and some of these will be replaced with skill standards and included in the new proposed NZC in Active Recreation (Level 4) below.  
  • The last date for assessment for expiring qualifications and standards is 31 December 2028. 

New Zealand Certificate in Active Recreation (Level 4) 40–60 credits 

Toi Mai is working with stakeholders on the development of a new sport and recreation qualification, New Zealand Certificate in Active Recreation (Level 4) 40–60 credits. Consultation will begin shortly on the draft qualification. Click the button below to view.
