Sport and recreation qualifications and standards review

December 2025 update

Toi Mai has submitted the sport and recreation review documents to the New Zealand Qualifications Authority (NZQA). The review outcome will be published in 2026 by the new Services Industry Skills Board.

Toi Mai has also worked with stakeholders on the development of a new sport and recreation qualification, New Zealand Certificate (NZC) in Active Recreation (Level 4) with strands in Facility Operations and Programme Delivery, 60 credits. See further details below.

Qualifications proposed to expire

  • New Zealand Certificate in Sport Coaching (Level 3) 3228.
  • New Zealand Certificate in Sport Officiating (Level 3) 3227.
  • New Zealand Certificate in Facility Operations (Level 4) 3647 replaced with the new proposed NZC in Active Recreation (Level 4) with strands in Facility Operations and Programme Delivery below.
  • New Zealand Certificate in Sport and Recreation (Programme Delivery) (Level 4) 3573 replaced with the new proposed NZC in Active Recreation (Level 4) with strands in Facility Operations and Programme Delivery below.

New skill standards and reviewed unit standards

  • New level 3 skills standards for sport coaching and sport officiating to replace 22768, 22771, 25805, 31384, 31386, 31387, 31388, 31675, 31677, 31678, 31679.
  • Unit standards 21649, 20673, 27629, 31385 reviewed.
  • Unit standards 6896, 21644 to expire without replacement.
  • New level 4 skill standards for facility operations strand, see below (unit standards 25079, 31144, 31145, 31146, 31147, 31244 to expire).
  • New level 4 skill standards for programme delivery strand, see below. (unit standards 31834, 31835, 31836, 31932 to expire).

The proposed last date for assessment for expiring qualifications and standards is 31 December 2028.

 

New Zealand Certificate in Active Recreation (Level 4) with strands in Facility Operations and Programme Delivery, 60 credits

There are five proposed skill standards to support this qualification that are not yet approved by NZQA. Click on the buttons below to view the draft documents.

New Zealand Certificate in Active Recreation (Level 4)
Coordinate resources for active recreation activities (Level 4, 20 credits)
Monitor and maintain a recreation space or facility (Level 4, 15 credits)
Operate an active recreation facility (Level 4, 25 credits)
Plan active recreation programmes and activities (Level 4, 15 credits)
Deliver and review active recreation programmes or activities (Level 4, 25 credits)
